You can use that option but the windows is one for the chat and one for the litsts.
If you don't want to edit beebeep.ini or beebeep.rc you can use that option in "Settings" - "Chat" - "Open chat in single window" -

No it was a bug, BeeBEEP consider shortcuts as file (in the case you want to send shortcut to your recipient).
Open directly the target folder.
